According to Vitalik Buterin, there is an expectation that state differences and transaction instructions will have similar levels of entropy. The main practical difference lies in the space taken by transaction signatures. While techniques like SNARKs can reduce the space needed, they cannot be used to fault-prove a signature. However, Buterin suggests that BLS or other forms of signature aggregation could be beneficial in addressing this issue. (Source)
